The Board may establish citizen advisory committees to consider school problems and issues as the need arises or when required by law. Such committees shall serve in a strictly advisory capacity; they may make recommendations regarding Board policy, but their actions shall not be binding on the Board. The Board shall have the sole power to dissolve any advisory committees not required by law at any time.
Advisory committees should include representation from all affected parties. With Board approval, the Superintendent or designee may appoint committee members.
Within budget allocations, the Superintendent or designee may approve requests for committee travel and may reimburse committee members for expenses at the same rates and under the same conditions as those provided for district employees.

Prospective Members and Appointments
When committee members are needed, the Board may direct the Superintendent to submit names of qualified persons to the Board. The Board may appoint members from this list or from any other source it deems appropriate.
All appointments of citizens to specific Board advisory committees shall be made by the Board. All appointments of staff members to specific advisory committees shall be made by the Superintendent or the Board. The Superintendent and all Board members shall consider themselves ex officio members of all advisory committees.
Communication
Correspondence between the Board and its committees may ordinarily be conducted by the Superintendent or the Board President. The Superintendent will transmit the contents of any communication from a committee to the Board at its next meeting.
In the event that a specific advisory committee finds it necessary to continue operation for more than a school year, that committee shall submit a written report to the Board before the end of the school year describing its activities during the past year and its plans for the coming year.
When a committee is ready to submit its final report on each assigned topic, the Board shall, on request, attempt to arrange a joint meeting for the purpose of receiving the report. A summary of agreements, requests, and major viewpoints expressed in each joint meeting shall be prepared by the Superintendent and copies sent to the Board and to the committee.
