COMPLAINT RIGHTS
Parents/Guardians/Pupils/Teachers:
Education Code 35186(f) requires that the following notice be posted in all classrooms.
1. There should be sufficient textbooks and instructional materials. For there to be sufficient textbooks and instructional materials, each pupil, including English learners, must have textbooks or instructional materials, or both, to use in class and to take home.
2. School facilities must be clean, safe, and maintained in good repair. Good repair means that the facility is maintained in a manner that assures that it is clean, safe, and functional as determined by the Office of Public School Construction.
3. Each class should be assigned a teacher and not a series of substitutes or other temporary teachers. The teacher should have the proper credential and subject matter training to teach the class, including training to teach English learners, if present.
4. To file a complaint regarding the above matters, complaint forms can be obtained at the Principal's Office or from the Deputy Superintendent at the Alhambra Unified School District Administration Building, 1515 West Mission Road, Alhambra, California, 91803.

3. Facility conditions:
A condition exists that poses an emergency or urgent threat to the health or safety of pupils or staff including: gas leaks, nonfunctioning heating, ventilation, fire sprinklers or air-conditioning systems, electrical power failure, major sewer line stoppage, major pest or vermin infestation, broken windows or exterior doors or gates that will not lock and that pose a security risk, abatement of hazardous materials previously undiscovered that pose an immediate threat to pupils or staff, structural damage creating a hazardous or uninhabitable condition, and any other emergency conditions the school district determines appropriate.
A school restroom has not been maintained or cleaned regularly, is not fully operational, or has not been stocked at all times with toilet paper, soap, and paper towels or functional hand dryers.
The school has not kept all restrooms open during school hours when pupils are not in classes, and has not kept a sufficient number of restrooms open during school hours when pupils are in classes.

WILLIAMS UNIFORM COMPLAINT PROCEDURES
UNIFORM COMPLAINT PROCEDURE TIMELINE
1. Investigation by the Principal
* Shall remedy a valid complaint within a reasonable time period but not to exceed 30 working days from the date the complaint was received.
* Shall report to the complainant the resolution of the complaint within 45 working days of the initial filing, if complainant identifies himself or herself and requested a response.
2. Appeal of Facilities Complaint to California Department of Education
* A complainant who is not satisfied with the resolution, may file an appeal to the CDE within 15 days of receiving the report.
3. Administration of the Complaints
* Complaints alleging unlawful discrimination shall be filed within six months from the date the alleged discrimination occurred.
* Within five days of receipt of a complaint, the district shall:
* Determine whether the complaint has been filed within six months of the alleged discrimination.
a. If not, shall deny the complaint, unless the time for filing is extended. The District may extend the period not to exceed 90 days following the expiration of the time allowed.
b. If the complaint has been timely filed, proceed with the investigation of the complaint.
* Apprise the complainant of the availability of mediation to resolve the dispute within 60 days.
4. Investigation and Resolution of the Complaint
* Each written complaint shall be investigated within 15 days of receipt by the program manager.
* Within 30 days of receiving the complaint, a written proposed decision of the district's investigation shall be sent to the complainant.
* The decision shall become final if the complainant does not initiate an appeal to the Governing Board within seven days of receiving the decision. The complainant will, however, retain the right to appeal the decision to the CDE within 15 days of the decision becoming final.
* Each complaint shall be resolved within 60 days of the receipt of the written complaint, including the time for appeal to the Board, unless the timelines have been extended in writing by the complainant.
* In a complaint of unlawful discrimination, a complainant has a right to seek civil law remedies no sooner than 60 days after the filing of an appeal with the CDE with the exception of injunctive relief, for which the moratorium does not apply.
5. Appeal to the Board
* If the complainant is dissatisfied with the proposed decision, within seven days, he/she may appeal the proposed decision by filing complaint in writing with the Board. The Board may consider the matter at a regular Board meeting or special Board meeting convened in order to meet the 60 day time limit within which the complaint must be answered.
6. The Board shall:
* Advise the complainant of the decision of the Board within 60 days of receipt of the written complaint unless the timelines have been extended in writing by the complainant.
* Advise the complainant right to appeal the decision to the CDE within 15 days of the Board Action and that the appeal should include a copy of the original complaint and the district's decision resolving the complaint.
7. Appeal to the California Department of Education
* Any complainant may appeal the final decision by the district or a decision by the Board by filing a written appeal with the CDE with 15 days of the district's decision becoming final or of notification of the Board's decision.
