The Superintendent shall:
1. Be the chief executive officer and Secretary of the Board and shall have administrative and supervisory authority over all other employees of the Board, which he/she will, in general, exercise through the Deputy, Associate and Assistant Superintendents and school principals.
2. Be responsible for the enforcement of all policies adopted and actions approved by the Board and shall also see that the federal, state, and local laws are observed in the conduct of this school system.
3. Attend and participate in all meetings of the Board except when personal efficiency, employment contract review or salary is under consideration, or unless excused by the President.
4. Participate in the formulation of school policies, plans, and programs, and recommend to the Board appropriate legislative action and policy development or modification.
5. Have general supervision over the instructional and counseling program, the employee and student personnel administration, the business and building operations, and the public relations activities of the school system. More specific supervision of these broad areas of responsibility shall be delegated to the Deputy, Associate and Assistant Superintendents and coordinated by the Superintendent through individual conferences and regular meetings of the members of the Central Administrative Staff.
6. Have power to control, and shall exercise general supervision of, the management of the individual schools and divisions of the school system through issuance of administrative regulations in concert with Board policies and the holding of individual conferences and regular group meetings of the Principals and division heads.
7. Call, as required, general meetings of teachers or other school district employees for the purpose of providing information or improving morale and quality of work, and all employees shall be required to attend such meetings unless excused in advance or defined in the negotiated agreement with the employee organization. Subject to budget provisions and authorization by the Board, the Superintendent may attend conferences and meetings that will be of value in the performance of duties. The Superintendent may also visit schools in other cities and districts in order to keep in close touch with desirable movements in public education. Actual and necessary expenses shall be paid by the district. Upon request, an advance from district funds will be made to cover such expenses with the advance to be repaid or adjusted upon the filing of a regular claim for the actual and necessary expenses incurred.
8. Approve and recommend to the Board for employment, all personnel required for administration, supervision, teaching, clerical work, maintenance of buildings, custodial service, or any other type of service which may be necessary for the operation of the ALHAMBRA UNIFIED SCHOOL DISTRICT.
9. Have the authority for the assignment, transfer, and placement of all personnel, at their appropriate salary in accordance with current Board salary policies, regulations and actions. The Superintendent shall also approve and recommend the promotion, suspension, or dismissal of any employee except him/herself.
10. Approve and recommend to the Board for adoption, the course of study for all parts of the school system, together with changes that may, from time to time, seem advisable. The Superintendent shall also approve and recommend suitable basic and supplementary textbooks for use in the schools, seeing that none but authorized textbooks are used.
11. Examine, approve, and recommend to the Board for adoption the annual budget of the district with such changes or additions as he/she or the Board and shall supervise the administering of the budget as approved by the Board.
12. Provide for a program of public relations to keep the people of the district informed of the activities, successes, and needs of the schools and shall cause to be maintained a wholesome and cooperative working relationship between the schools and the community.
13. Visit the various schools and departments from time to time, maintain a continuous study of the problems confronting them, evaluate the quality and efficiency, and report to the Board as required.
14. Use discretionary powers in situations not covered by Board policy or law and report such action to the Board as soon as possible thereafter.
15. In general, exercise all necessary responsibilities and duties in ways that will assist the Board in fulfilling its legislative function for the ALHAMBRA UNIFIED SCHOOL DISTRICT in an efficient and just manner.
16. The Superintendent shall submit to the Board reports, on a timely basis, as have been approved by the Board policies.
