Recruitment
All inquiries regarding possible employment shall be referred to the Assistant Superintendent-Human Resources Division. The personnel division shall keep current files of names and addresses of those making such inquiries; send, receive, and file application blanks; and notify qualified applicants of the time and place of examinations, interviews, etc.
It shall be the duty of the Assistant Superintendent-Human Resources Division to prepare announcements regarding employment opportunities for distribution to local newspapers and other publications which might result in application inquiries.
The Assistant Superintendent-Human Resources Division shall notify California teacher-training institutions, selected ones in other areas, private teacher-placement agencies, including, but not limited to, the California Teachers Association, of probable vacancies. Such notices shall contain all information requested by the various institutions, including salary schedules, working conditions, etc.
If the recruitment program for certificated personnel should include visitations to teacher-training institutions, the Superintendent shall so recommend to the Governing Board for its approval. The recommendation shall include the name of the staff member who will make the visitations and the institutions to be visited.
Selection for Initial Employment
The selection procedure shall be the direct responsibility of the Human Resources Division. The Assistant Superintendent-Human Resources Division shall submit recommendations for initial employment to the Superintendent for action by the Board.
The Assistant Superintendent-Human Resources Division shall prescribe an application process designed to secure information regarding the applicant, including appropriate certification, educational background, and past relevant experience. On the basis of this information, the Assistant Superintendent-Human Resources Division shall rate the candidate on a scale that will reflect the various levels of skills, abilities and knowledge ranging from excellent to poor, including, but not necessarily limited to, the following criteria:
1. Planning and preparation.
2. Motivation techniques.
3. Instructional techniques and strategies.
4. Specialization/subject area competence.
5. Evaluation of academic progress.
6. Student management/discipline.
7. Communication skills.
8. Interpersonal relationships.
9. Instructional support responsibilities.
10. Ability to relate to an ethnically diverse student population.
The Assistant Superintendent-Human Resources Division shall develop the necessary procedures to secure references concerning the candidate's skills, abilities and knowledge.
The Assistant Superintendent-Human Resources Division shall develop and coordinate application screening and interview procedures, and shall conduct or participate in interviews as deemed appropriate. The Assistant superintendent-Human Resources Division shall designate or approve staff members who are to comprise the interview panel. Whenever possible, candidates selected for interviews shall be interviewed by at least three persons, including a school Principal and/or department head.
When the Assistant Superintendent-Human Resources Division, or other authorized person, interviews candidates at the various colleges and universities or in other appropriate places, the authorized person may offer employment on a tentative basis, to candidates subject to confirmation that the candidate has met all of the requirements for the position and subsequent approval by the Superintendent and the Board. All candidates interviewed shall be evaluated on forms prescribed by the Assistant Superintendent-Human Resources Division.
The Assistant Superintendent-Human Resources Division shall determine that applicants have demonstrated proficiency in basic reading, writing and arithmetic skills in the English language as required by Education Code 44830.
