Automated External Defibrillator (AED) Program

The Governing Board of the Alhambra Unified School District recognizes that from time to time medical emergencies may arise that justifies the use of an Automated External Defibrillator (AED). The Board has acquired these units for use by personnel at district sites. An AED is a lifesaving device used to treat persons who succumb to sudden cardiac arrest. It is the district's hope that by equipping district sites with AEDs, trained district personnel will be better prepared to assist and revive persons who exhibit signs of cardiac arrest.

In order to comply with relevant California law (California Health & Safety Code 1797.196; 22 CCR Division 9, Ch. 1.8) and to ensure the AED Program is effectively implemented, the district requires the following:

___ Notice to the local Emergency Medical Services (EMS) agency of the existence, location, and type of any AED acquired by the district.

___ For every AED unit acquired, up to five units, no less than one employee per AED unit shall complete a training course in cardiopulmonary resuscitation and AED use that complies with regulations adopted by the Emergency Medical Services (EMS) Authority and the standards of the American Heart Association or the American Red Cross.

___ That AED devices are maintained and regularly tested according to the operation and maintenance guidelines set forth by the manufacturer, the American Heart Association, and the American Red Cross, and according to any applicable rules and regulations set forth by the governmental authority under the Federal Food and Drug Administration and any other applicable state and federal authority.

___ That AED devices are checked for readiness after each use and at least once every 30 days if an AED has not been used in the preceding 30 days. Records of these periodic checks shall be maintained.

___ That any person who renders emergency care or treatment on a person in cardiac arrest by using an AED activates the emergency medical services system as soon as possible, and reports any use of the AED to the licensed physician and to the local EMS agency.

___ That the district will consult with a licensed physician in order to ensure compliance with regulations and requirements relating to notifications, training of district personnel, and maintenance of AED devices.

___ A written plan that describes procedures to be followed in the event of an emergency that may require the use of an AED device. The written plan shall include, but not be limited to, immediate notification of EMS (911) and trained personnel at the start of AED procedures.

Pursuant to California Civil Code 1714.21(d), neither the district nor its employees or agents will be liable for any civil damages resulting from any acts or omissions in the rendering of emergency care by use of an AED provided that the district has complied with California Health and Safety Code 1797.196(b).
