Confidential Employees

A "Confidential Employee" is any employee who has access to or possesses information dealing with labor relations. Confidential employees shall be excluded from membership in an employee bargaining unit.

The Governing Board will, on recommendation of the Superintendent, designate the confidential employees of the district.

District Management Team

The Board authorizes the Superintendent to establish a Management Team.

The major purpose of the District Management Team is to have a significant role in (1) the formulation of district policies; and (2) the administration and implementation of district programs.

The Board is the official policy-making body, covering all phases of school management and operations; however, the Board relies upon Management Team members to take an active part in assisting in the formulation of district policies and the implementation of those policies at all levels of management. Nothing in this policy is intended to limit the responsibility and authority of the Board to make final decisions as prescribed by law.

The objectives of the District Management Team are:

1. To represent the interests and concerns of management personnel.

2. To make policy recommendations to the Superintendent and Board.

3. To develop, for Superintendent and Board review, administrative regulations and procedures implementing policy positions adopted by the Board.

4. To involve other staff members possessing competency in the area under consideration in the development of district policies and procedures.

5. To interpret and disseminate district policies and programs to other district personnel, students, and citizens.

6. To identify and implement areas for in-service training of management personnel.

7. To act as the Board's representative in the administration of district programs.

8. To evaluate requests made by other employees in negotiations with the Board's designated representative and to recommend to the Superintendent responses to such requests.

9. To serve as support personnel to the district negotiators.

10. To perform such other functions as may be designated by Superintendent with the advice and counsel of the Board.

The Superintendent, in conjunction with the Management Team, shall develop regulations for the implementation of this policy.
