Recruitment And Selection

The Assistant Superintendent-Human Resources Division shall initiate and conduct the following selection procedures for all regular management positions when instructed to do so by the Superintendent.

Steps for the selection of management personnel:

1. Persons interested in applying for management positions should express this interest in writing to the Assistant Superintendent-Human Resources Division even though there may not be a vacancy at the time.

2. The announcement of vacancy shall include: title of position; estimated date position available; instructions for filing application; general characteristics, duties, and responsibilities of the position; minimum and/or desired qualifications of applicant; salary range; work year; and final filing date.

3. "Announcement of Vacancy" will be sent to all schools and facilities, to the Alhambra Teachers Association office, California School Employees Association, and mailed to appropriate placement offices and agencies. Such notices shall be posted as far in advance as possible, ordinarily at least (10) working days before the final date when applications must be submitted. Qualified individuals who have expressed an interest in the position may be notified of the vacancy.

4. The district may require each candidate to take an oral and/or written examination. This examination may be a standardized, commercial examination and/or one prepared specifically for the position by the district. Results of the examination shall be included as part of the application documents of the candidate.

5. The Alhambra Teachers Association ("ATA") and the California School Employees Association ("CSEA") may be requested to submit a list of members who will be available and willing to serve on interview and/or paper-screening committees during the school year. Members of screening and/or interview committees may be selected by the district from the lists submitted. Additional members may be added to the committees if deemed appropriate by the Superintendent. The Alhambra Teachers Association and California School Employees Association may suggest names from the list for specific assignments.

6. Application papers and supporting documents and information will be reviewed by a screening committee appointed by the Superintendent for that purpose. Membership may include, but not be limited to, the Assistant Superintendent-Human Resources Division, the head of the division in which the vacancy occurs, and representative(s) selected from the list submitted by ATA and/or CSEA. Outside consultants may be added by the Superintendent. The outside consultants may also serve on the interview committee. The function of the screening committee is to review the applications to insure compliance with minimum requirements stated in the job announcement and to recommend the most qualified candidates for interview.

7. An interview committee will be appointed by the Superintendent including, but not limited to, the following members: the Assistant Superintendent-Human Resources Division, the head of the division in which the vacancy occurs, and representative(s) from ATA and/or CSEA. Other members may be added as appropriate for the position. The Superintendent may appoint a consultant(s) from outside the district to serve on the interview committee. The Superintendent may also appoint a parent(s)and/or student(s) to the committee. It shall be the responsibility of the committee to conduct an interview with candidates.

8. The interview committee will recommend the best qualified candidates (usually two (2) - four (4)) to the Superintendent for consideration. If the interview committee determines that no candidates are acceptable, it may recommend that the Superintendent reject all candidates and re-advertise the position. The Superintendent may appoint a committee to make an additional evaluation of any candidate.

9. After interviewing the candidates referred, the Superintendent will recommend the one considered most qualified to the Board. Recommendations of the screening and interview committees will also be made available to the Board. If the Superintendent believes that none of the candidates is suitable for the position, the committee and the Governing Board will be informed and the recommendation made that the selection process begin again.

10. With the approval of the Board, the Superintendent may make a direct appointment to a management position.
