The Board shall hold an annual organizational meeting within the time limits prescribed by law. (Education Code 35143)
At this meeting, the Board shall:
1. Elect a president and a vice president from its members.
2. Appoint a secretary to the Board.
3. Authorize signatures.
4. Develop a schedule of regular meetings for the year.
5. Designate Board representatives.
6. Develop a Board calendar for the year.

Election of Officers
The Board shall each year elect one of its members to serve as president of the Board. Another member shall be elected to serve as vice president of the Board. It is the Board's intent and desire that Board members rotate through the Board offices of president and vice president, and that the member who most recently served as vice president subsequently be elected president.
Officers of the Board shall serve in the positions of president and vice president at the will of the majority of the Governing Board. Officers of the Board may be removed during the year from their Board offices by a majority vote of all Board members.
