1. District: The Alhambra City and High School Districts of Los Angeles County.
2. Governing Board and Superintendent: The Governing Board and Superintendent of the Alhambra City and High School Districts.
3. District Management: District Management shall be defined for purposes of this policy as any management employee with the word "Assistant", "Associate", or "Deputy Superintendents" in the job title.
4. Member: A member of the Governing Board Superintendent or District Management.
5. Plan: The medical plan(s) approved by the Board for retired district employees.
6. Contract year: A 12-month period in which the current health plan(s) for retired district employees is in effect.
District retiree medical benefits shall be available for retired eligible members in the same manner and to the same extent as available to retired district employees until the death of the protected member. The spouse of the member may continue coverage after death of the member by paying the full monthly premium of the plan required by the district.
Retiree Eligibility
1. Members shall become eligible for the full benefits of the plan when they comply with items below.
a. Service
(1) Governing Board and Superintendent served in office after January 1, 1981 and whose total service at the time of termination is not less than 12 years;
(2) District Management , not less than fifteen (15) years of service with the district.
b. Members are of an eligible age to retire from their appropriate state retirement system.
2. If a member has completed the service requirements under "a", but is not of an eligible age under "b" at the completion of the term of office or termination of employment with the district, and the member wishes to participate in the plan, the member shall pay the monthly premium required by the district until the member is of an eligible age under "b". At that time the member shall be eligible for the full benefits of the plan at no expense.
Effective Date
Effective 10/1/82 members must be continuously enrolled in the district's medical plan applicable to members of the Board, Superintendent and district management during their term of office or employment with the district to be eligible to participate in the plan.
Dependent Eligibility
Dependents of members who are eligible and officially enrolled in the district medical plan applicable to members of the Board, Superintendent and district management at the time of the member's completion of their term of office or termination of employment with the district, shall be eligible to participate in the plan.
Retiree Eligibility
1. The member and dependent must enroll in Part B of Medicare (Medical Insurance) when they are eligible.
2. The member and dependent must enroll in Part A of Medicare (Hospital Insurance) when they are eligible.
3. The district shall require such certification of enrollment and eligibility for enrollment it deems appropriate.
Financing the Program
1. The district shall establish in the combined Self Insurance fund an account called "Retirees Medical Benefit Account." A retired member's eligibility and coverage shall not be affected by the amount of money in the "Retiree Medical Benefit Account."
2. Receipts of the account shall come from the following:
a. The district shall deposit monthly in the Combined Self Insurance Fund, "Retirees Medical Benefit Account," all monies received from members of the Board and effective May 1, 1984 from the Superintendent specified members of district management. Monthly payroll deductions shall be made for the actual amount determined by the Board.
b. The district shall deposit monthly from the district's General Fund to the Combined Self Insurance Fund, "Retirees Medical Benefit Account" an adequate amount to insure the plan's funding.
Administration of the Program
The district shall be responsible for the cost of administration of the plan.
Other Board Policies
This Board Bylaw 9251 supersedes Board Policy 4158 for members of the Board of Education and District Management.
