Board Representatives

The Governing Board recognizes that effective performance of its community leadership responsibilities may require its participation in district or community committees on matters of concern to the district and its students. As needed, the Board may appoint any of its members to serve as its representatives on district committees or advisory committees of other public agencies or organizations of which the Board or district is a member or to which the Board is invited to participate.

When making such appointments, the Board shall clearly specify the authority and responsibilities of the representative(s), including, but not limited to, reporting back to the Board regarding committee activities and/or actions. Board representatives shall not exercise the authority of the Board without prior Board approval.

If a committee discusses a topic on which the Board has taken a position, the Board member may express the position of the Board. When contributing his/her own ideas or opinions, the representative shall make it clear that he/she is expressing his/her individual idea or opinion.

County School Boards Association

The Governing Board shall appoint one of its members at the annual organizational meeting to serve on the County School Boards Association.

This representative shall represent the Board's philosophy and views in all votes.

Joint Powers Authority (JPA) Boards

The district participates in Joint Powers Authority (JPA) agreements whenever the district's Board of Trustees formally decides such a JPA agreement would support district purposes and goals.

Where expected by the JPA bylaws and when helpful to enable JPA and district efficiencies to occur, the district's Board of Trustees shall formally elect a member of the Board of Trustees or the Superintendent/designee to such a JPA Board, contingent upon the board member's acceptance of the election results.

The representative of the Board of Trustees on such JPA boards has these responsibilities:

1. To regularly attend JPA Board meetings.

2. To fully participate in JPA Board business.

3. To communicate regularly to the Board of Trustees and Superintendent/designee about the JPA activities and decisions.

4. To seek direction from the Board of Trustees in a timely way about all JPA issues or JPA decisions which might significantly affect the district, its students, any of its personnel, or any significant issues and/or decisions.

5. To recognize and explicitly affirm to others that as a single board member, the board representative does not have the authority to incur for the Board or the district any significant debts or liabilities, but can recommend to the entire board action to take about such needs.

6. To follow the direction of the Board of Trustees regarding significant issues/decisions.

7. To ask for (and to receive) that staff assistance from the Superintendent/designee when such assistance/work is helpful to properly discharge the duties of representing the Board of Trustees and the district.

The election of a JPA Board representative of the Board of Trustees, by the Board of Trustees, shall normally occur at the district's December organization board meeting. However, if the operations of a JPA indicate that a different time of year for such an election would better serve a JPA operation, the Board of Trustees may set an alternative time for such an annual election for that JPA. As needed, another election may occur, such as when a new JPA is being formed, or an existing elected representative is no longer able to, or no longer wants to be such a representative.

California Interscholastic Federation (CIF)

Annually, during a spring meeting of the Board of Trustees when the request comes from CIF, the Board shall elect its CIF representative for each district school which is a member of CIF. That representative will be the principals or their designees of each comprehensive high school, who shall accomplish all of the normal duties outlined by CIF, but subject to the Board of Trustees' district philosophy, policies, and administrative regulations.
