
The Superintendent or designee shall ensure that persons employed in positions requiring certification qualifications have the appropriate credential or permit authorizing their employment in such positions. An appropriate credential shall mean that all teachers will have met the requirements of a highly qualified teacher as defined in the No Child Left Behind (NCLB) Act of 2001. (Title IX, 20 U.S.C., Section 9101(23))

When fully credentialed individuals are not available, the district may employ persons with emergency permits, intern permits, or credential waivers under the conditions and limitations provided in state and federal law.
No Child Left Behind Act of 2001 Requirements
All teachers of core academic subjects teaching in programs supported by federal Title I funds shall meet the requirements of the No Child Left Behind Act. By the end of the 2005-2006 school year, all teachers of core academic subjects in all schools within the school district shall meet the requirements of the No Child Left Behind Act. (20 USC 6319, 7801; 5 CCR 6100-6125)
The Superintendent or designee shall ensure that all district teachers and teachers working in charter schools affiliated with the district are informed about NCLB standards and of how teachers can participate in professional development to achieve compliance with these standards.

National Board for Professional Teaching Standards Certification Incentive Program
The Board of Education encourages district teachers to voluntarily seek additional certification from the National Board for Professional Teaching Standards which demonstrates advanced knowledge and teaching skills.
The Superintendent or designee shall ensure that district teachers and teachers working in charter schools affiliated with the district are informed about the program and can acquire the necessary application and information materials.(Education Code 44395)

The Superintendent or designee may provide adequate release time and support to teachers participating in the program.
