Weekly faculty contract hours taught by part-time instructors
(a) In any community college district, the percentage of weekly faculty contact hours taught by part-time instructors shall not exceed the three-year district average of weekly faculty contact hours taught by part-time instructors during the 1980-81, 1981-82, and 1982-83 academic years.
(b) If in any academic year a district exceeds by more than 1 percent the percentage of weekly faculty contact hours taught by part-time instructors specified in subdivision (a), the district shall, by February 1 of that academic year, submit a plan for compliance for the next academic year to the Board of Governors of the California Community Colleges. The plan shall be developed with the involvement of the appropriate faculty representative. The board of governors may approve the plan for compliance only after reviewing the feasibility of the plan at a regular meeting. The district shall comply with the requirements of subdivision (a) in the next academic year.
(c) For purposes of this section, "part-time instructor" means an instructor who is employed to teach adult or community college classes for not more than 60 percent of the hours per week considered a full-time assignment.
(d) The provisions of this section shall not apply to any community college district in which the weekly faculty contact hours taught by part-time instructors do not exceed 30 percent.
(e) This section shall become inoperative on July 1, 1989, and, as of January 1, 1990, is repealed, unless a later enacted statute, which becomes effective on or before January 1, 1990, deletes or extends the dates on which it becomes inoperative and is repealed.
