A county's response to a request for proposals shall include a program evaluation component that assesses the educational and job training achievements of the offenders in the program in addition to other measurable factors. The department shall prepare a composite evaluation of each funded program and report its findings and recommendations for program approval, modification, retention, termination, or expansion to the Governor and the Legislature within 36 months of the initial award of funding to a county office of education.
