For the purposes of this article, "distance learning" means instruction in which the student and instructor are separated by distance and interact through the assistance of computer and communications technology. Distance learning also may include video or audio instruction in which the primary mode of communication between student and instructor is through a communications medium, including, but not limited to, instructional television, video, or telecourses, and any other instruction that relies on computer or communications technology to reach students at distant locations.
