Article 2. Establishment of Enrollment. Establishment of Enrollment Quotas.
(a) Capacity. Admission to a campus shall be limited on the bases of authorized academic plans and programs, and the number of students for whom facilities and competent staff are available to provide opportunity for an adequate college education. Under the policy direction of the Board of Trustees, the Chancellor is authorized to provide for the establishment of enrollment quotas for the California State University and Colleges and any campus, for any of the following enrollment categories: academic area, class level, program, and student residence status. In establishing such quotas, primary emphasis shall be placed upon the allocation of resources at the upper division level in order to facilitate the accommodation of California public Community College transfers.
(b) Diversion. Enrollment may also be limited for purposes of diversion of students pursuant to specific determinations of the Board of Trustees. Under the policy direction of the Board of Trustees, the Chancellor shall take all measures necessary to accomplish such diversion of students.
