(a) Nonresident students who are citizens and residents of a foreign country and not citizens of the United States may pay nonresident tuition on an installment basis. The installments for each term's tuition, except as hereinafter provided, shall be three equal payments at campuses on semester calendars, and two equal payments at campuses on quarter calendars. At California State College, Stanislaus, the nonresident tuition for the winter term shall be collected at the time of registration.
(b) A service charge shall be paid with each installment payment to cover the cost of handling. Such charge shall be in accordance with the schedule of charges established by the Chancellor and shall be sufficient to cover the cost of administering this installment payment plan.
