The department shall report to the Speaker of the Assembly and the Senate Rules Committee on the current status of children placed in foster care. The report shall be submitted on October 1, 1981, and shall include, in addition to the current status of children in foster care, an analysis of foster care service plans in relation to the policy set forth in Section 396.
