Chapter 3.45. Teacher Reading Instruction Development Program: Kindergarten And Grades 1 To 3, Inclusive
(a) It is the intent of the Legislature that at least 90 percent of the certificated teachers of pupils enrolled in kindergarten and grades 1 to 3, inclusive, possess the knowledge and skills to effectively teach pupils to read.
(b) For the purposes of this chapter:
(1) "Board" means the State Board of Education.
(2) "School district" means school districts and county offices of education.
