Special Temporary Certificates

(a) The Commission shall issue special temporary certificates (STC or STCs) in the areas of multiple subject, multiple subject with Bilingual Crosscultural and Language Acquisition Development (BCLAD) emphasis, single subject, single subject with BCLAD emphasis, and education specialist at the request of an employing agency pursuant to the stipulated judgment (Judgment) in Californians for Justice Education Fund v. California Commission on Teacher Credentialing, San Francisco Superior Court Case No. CPF-05-505517, solely for purposes of replacing the Individualized Internship Certificates voided in the Judgment (voided IIC or voided IICs).

(b) Current voided IIC holders have met the requirements in this subsection, which, pursuant to the Judgment and this regulation, are deemed met by STC holders:

(1) A baccalaureate degree or higher degree, except in professional education, from a regionally accredited institution of higher education.

(2) Passage of the California Basic Educational Skills Test (CBEST), as described in Education Code Section 44252, unless exempt by statutes or regulations.

(3) Demonstration of knowledge of the Constitution of the United States as provided in Education Code Section 44335.

(4) Character identification clearance pursuant to Education Code Section 44339, including fingerprinting requirements pursuant to Education Code Section 44340.

(5) Each applicant is enrolled in a Commission-approved professional preparation program, pursuant to Education Code Section 44227, and is employed or has an offer of employment in the subject of the certificate.

(6) Subject-matter knowledge.

(A) Multiple subject and multiple subject with BCLAD emphasis STC holders have passed an examination as provided in Education Code Sections 44280, 44281, and 44282.

(B) Single subject and single subject with BCLAD emphasis STC holders have passed an examination as provided in Education Code Sections 44280, 44281, and 44282 or have completed a subject-matter program as provided in Education Code Section 44310.

(C) Education specialist STC holders are authorized by having met the requirements in either (b)(6)(A) or (b)(6)(B). Subject matter knowledge is not a requirement for an early childhood education specialist STC holder.

(7) Multiple or single subject with BCLAD emphasis STC holders have passed an assessment covering oral language proficiency in the target language verified by a California college or university as a part of its Commission-approved BCLAD emphasis program pursuant to Education Code Section 44253.5.

(c) The institution of higher education in which the voided IIC holder is enrolled shall continue to provide assistance and guidance to STC holders as part of the institution of higher education's support and supervision of its professional preparation program. The employing agency in which the voided IIC holder is employed shall continue to provide assistance and guidance to STC holders by a certificated employee that possesses valid certification of the same authorization of the holder of the certificate.

(d) STC holders have satisfied the following requirement under the voided IIC: Within 90 days of employment, developed a two-year plan with the employing agency and the institution of higher education in which the holder is enrolled, to complete the requirements to earn a credential in the subject of the voided IIC. Each plan has been approved by the Commission and includes no less than the following requirements to earn the credential:

1. Course work that must be completed.

2. Examinations that must be completed.

3. Field experience that must be completed.

4. Provision and schedule for completing the appropriate Teaching Performance Assessment (TPA), or equivalent assessment, when implemented.

5. Provision for the candidate to move into an induction or equivalent program.

(e) Validity.

(1) STCs are limited to no more than two years, are not renewable, and shall expire upon the issuance of another valid teaching document from the Commission or on the date of expiration of the original voided IIC, whichever occurs first. STCs are available only to voided IIC holders and are restricted to the employing agency that requested the voided IIC.

(f) Authorization.

(1) A multiple subject STC authorizes the same service as a multiple subject credential.

(2) A multiple subject STC with BCLAD emphasis authorizes the same service as a multiple subject credential with BCLAD emphasis.

(3) A single subject STC authorizes the same service as a single subject credential.

(4) A single subject STC with BCLAD emphasis authorizes the same service as a single subject credential with BCLAD emphasis.

(5) An education specialist STC authorizes the same service as an education specialist teaching credential.

(g) The holder of a valid STC may apply for either a district internship credential under Education Code section 44325 or university internship credential under Education Code section 44454 in the same subject area by submitting to the Commission (1) or (2) in this subdivision. The district or university internship credential will have a new issuance date but retain the original expiration date and will be restricted to the employing agency.

(1) A letter from the director of the district internship program or the director's designee verifying enrollment in its program and requesting a change from the STC to the district internship credential.

(2) A letter from the dean or director of education, or the designee of the dean or director of education, of the institution of higher education in which the STC holder is enrolled verifying enrollment in its program and requesting a change from the STC to the university internship credential.
