The State Board shall not add any submission to a list of adopted instructional materials under Education Code section 60200.1(a)(5) and this article unless all of the following conditions have been met:
(a) The submission complies with all applicable provisions of Education Code sections 60040, 60041, 60042, and 60044; and the submission complies with the provisions of "Standards for Evaluation of Instructional Materials with Respect to Social Content" (State Department of Education, 1986).
(b) If for reading or mathematics, the submission is based on the fundamental skills required by these subjects, including, but not limited to, systematic, explicit phonics, spelling, and basic computational skills.
(c) Where appropriate, the submission is designed to impress upon the minds of the pupils the principles of morality, truth, justice, patriotism, and a true comprehension of the rights, duties, and dignity of American citizenship, and to instruct pupils in manners and morals and the principles of a free government.
(d) In the State Board's judgment, the submission is factually accurate and incorporates principles of instruction reflective of current and confirmed research.
(e) Whether a basic program or a partial program, the submission is adequate in its coverage in the State Board's judgment for the intended grade level(s).
(f) The submission has been available for public inspection for not less than 30 days at the Learning Resources Display Centers.
(g) The State Board has held a public hearing to consider the Curriculum Commission's recommendations regarding the submission, and the Curriculum Commission has held a public hearing in the process of developing its recommendations.
