For the purpose of granting allowances to meet emergency conditions, an "emergency" is an extraordinary condition not of a confusing or permanent nature that cannot be met with the available funds of a school district, or from funds to be apportioned to the school district from the State School Fund during the then current fiscal year, or from other available funds.
