Employer Paid Membership In Organization Or Societies

Institutional Membership

The Stanislaus County Superintendent of Schools (SCSS) may authorize in a case-by-case basis division heads to approve institutional membership in professional organization(s) that directly relate to providing services to school districts.

Individual Membership

Except as authorized by the SCSS in a contract of employment with an individual, the employer shall not pay for individual memberships in the following employee organizations: The American Association of School Administrators (AASA), the Association of California School Administrators (ACSA), the Association of School Business Officials, International (ASBO), the California Association of School Business Officials (CASBO), the California Teachers Association (CTA), the American Federation of Teachers (AFT), the Professional Educator Group (PEG). The Stanislaus Association of Certified employees (SACP), the California School Employees Association (CSEA), and the California Association of Education Office Professional (CAEOP).

Individual membership in organizations or societies will not be paid by the Stanislaus County Office of Education (SCOE) except under the following circumstances:

1. Employer paid individual membership are to be limited to employees on the management and confidential salary schedules.

2. Employer paid individual membership must be directly related to the job assignment of the manager or confidential employee requesting the membership.

3. Employer paid individual membership are to have the approval of the division manager before they will be approved for payment.

4. Employer paid individual membership will not be prorated with part of the membership paid by the employer and part paid by the employee.

5. A division may purchase one employer paid individual membership per organization or society, e.g., in ASCD, one in National Council of Teachers of English, one in California School Library Association, etc.

Exception: This may be exempted by the SCSS/designee - particularly if one membership in the organization results in cost savings to SCOE (i.e., ASCD publications can be acquired more cheaply through membership than individual purchase) and two membership benefits the SCOE's programmatic goals.

6. Magazines, journals and other information received as a result of employer paid individual membership must be shared with other managers and confidential employees within the division.

7. Division managers that approve employer paid individual memberships shall establish a procedure for sharing such magazines, journals and their information.

8. All employer paid individual memberships shall have the address of the Stanislaus County Office of Education listed on the membership.

The policy does not serve as a warranty that every management and confidential employee has the right to an employer paid individual membership in an organization or a society.
