Promotion/Acceleration/Retention

Areas of Responsibility

In recognizing its responsibility to educate students to the fullest extent, the district is committed to a promotion procedure that allows for development of each individual's potential.

All members of the school community must realize that education is the mutual responsibility of the student, parent(s)/guardian(s)/caregiver(s) and the school staff. The following are special factors necessary for the school community to educate students in terms of the promotion policy:

1. School Responsibility

a. To assess the ability and performance levels of students.

b. To identify at-risk incoming students as they transfer into the district.

c. To outline realistic class objectives and set minimal requirements to meet these objectives.

d. To convey information regarding class objectives (see previous paragraph) to those students and the parent(s)/guardian(s)/caregiver(s) of those students who are not meeting promotion requirements and who are at risk of retention.

e. To develop a work plan to remediate the deficiency.

f. To establish a review committee Student Study Team (SST) at each school including, but not limited to, the student's teachers, counselors, and administrators and the involved parent(s)/guardian(s)/caregiver(s). The purpose of this committee will be to consider any extenuating circumstances which would have affected a student's academic growth during the school year. These circumstances could be such things as a long illness, hospitalization, or late transfer.

2. Parent(s)/Guardian(s)/Caregiver(s) Responsibility

a. To become aware of district and class objectives and requirements.

b. To ensure regular school attendance by the student.

c. To share information with the school which might affect the student's performance.

d. To participate in developing remedial plans for the student.

e. To support agreed-upon plans for remediation and/or other contracts.

f. To become aware of the individual school's policies, regulations and rules of conduct, responsibilities and their consequences.

g. To accept joint responsibility for the student's behavior at school.

h. To participate in school conferences that deal with their student's behavior and academic progress.

3. Student's Responsibility

a. To become aware of class objectives and the minimal requirements for each class.

b. To attend classes on a regular basis.

c. To attempt classroom activities.

d. To be aware of the school's rules of conduct, responsibilities, and consequences.

e. To demonstrate appropriate social and classroom behavior.

f. To take all school notices to parent(s)/guardian(s)/caregiver(s).

Minimal Criteria for Promotion from Grade 8 or Grade 9 Without Remediation

The following minimum criteria shall be considered in establishing eligibility for promotion from 8th grade without remediation. These criteria are based on "average" performance as defined by test publishers, and "satisfactory" grade point average performance as defined by high schools.

1. Minimum Criteria

a. A score of three points or above on the district writing sample ("adequate" for middle school). Students enrolled in ELD classes are exempt from this criterion.

b. A percentile score of 23 or above on the math section (Fall or Spring administration) of the current state mandated norm referenced test.

c. A percentile score of 23 or above on the Reading or Language Arts section (Fall or Spring administration) of the current state mandated norm referenced test.

d. "C" academic grade point average (2.0 to 2.9) cumulative for the first and second semesters in grades 7 and 8.

e. "C" citizenship grade point average (2.0 to 2.9) cumulative for the first and second semesters in grades 7 and 8.

f. Completion (passing) core and elective curriculum courses in grades 7 and 8. (21 units out of 24 possible).

2. Consequences for failing one or more criteria

a. Student fails all six criteria

(1) Student is placed in after hours support classes in reading and/or math.

(2) Student attends alternative summer school or intersession.

b. Student fails five of the six criteria

(1) Student is placed in after hours support classes in reading and/or math.

(2) The SST may determine if alternative summer school or intersession would offer sufficient remediation. Student would have to earn a 2.0 GPA in the alternative summer school or intersession to be placed in a regular high school program for fall semester without additional remediation.

c. Student fails four of six criteria or does not earn a "C" average in academic grades.

(1) Student attends summer school or intersession and must earn a 2.0 GPA in approved classes to be placed in the regular high school program in the fall.

(2) A student not meeting the summer or intersession GPA requirement shall be placed in after hours support classes in math and/or reading.

d. Student fails three of six criteria.

(1) If a student either does not earn a "C" in math or English class or is below the 23rd percentile on the math or language arts section of the STAR (Standardized Testing and Reporting Program) standardized test, the student will be assigned to attend summer school or intersession to make up the specific area(s) of academic deficiency.

(2) If student does not attend summer school or intersession, student will be placed in after hours support classes in math and/or reading.

e. Special education students (Resource Specialist Program and Special Day Class) - All criteria and consequences apply; however, it is the responsibility of the case manager to justify any exemption as it might apply to a student's Individual Education Plan (IEP).

f. Limited-English proficient students (English-Language Learners) - Criteria and consequences apply; however, students enrolled in ELD classes are exempt from a minimum score on the district writing sample. It is the responsibility of the school's Language Appraisal Team to justify exemptions.

3. Under these recommendations, the student would attend an alternative summer school or intersession. The alternative summer school would be remedial in nature focusing on a student's weaknesses in reading, writing and/or mathematics. Ninth-grade elective credit would be earned.

Ninth-grade Students Promotion to 10th Grade Standing

1. Ninth-grade students with 10 or more units by the end of the 9th grade shall be promoted to the 10th grade.

2. Ninth-grade students with fewer than 10 units of credit by the end of the 9th grade are not eligible for promotion to the 10th grade.

3. Ninth-grade students not eligible for promotion will be required to attend summer school or special intersession to make up missing course work or to receive remediation in reading, writing, or mathematics.

4. The site review committee (SST) may review cases of students not eligible for promotion and recommend transfer to another school or program or other intervention.

Timelines Governing Promotion of Students In Grades 7-8

1. First Semester and Second Semester. (Weeks 1-6, 7-12, 13-18)

a. At the beginning of each semester, the criteria for promotion shall be published and communicated to the parent(s)/guardian(s)/caregiver(s) and students of the school community to include listing dates of progress and report cards.

b. At the beginning of each semester, each teacher will communicate to students and parent(s)/guardian(s)/caregiver(s) the specific requirements for passing his/her course and district requirements.

c. If a student does not receive a failing grade on the 12th week report of either semester, a "Report of Student Progress" must be prepared and sent to the parent(s)/guardian(s)/caregiver(s) to be signed and returned prior to giving failing scholarship and/or citizenship grades on the semester report. Notices may be sent during the last two weeks of each semester only with the approval of the school principal.

d. At the end of the 18th week of each semester, students will receive a semester report card which reflects the cumulative grade for the semester. At the conclusion of the first semester parents/guardians will be notified if their student is at risk of not being promoted.

e. During the first nine weeks of the second semester, students and parents/guardians of students who are not meeting the multiple criteria for promotion will be notified.

f. At the end of the 6th and 12th week of each semester, parent(s)/guardian(s)/caregiver(s) and students shall receive a progress report with academic and citizenship grades and writing sample scores.

g. For 8th graders - Second semester at the end of the six-week grading period, parent(s)/guardian(s)/caregiver(s) of students who are not meeting requirements for promotion to grade 9 shall be notified and a parent(s)/guardian(s)/caregiver(s) conference required.

Retention-Not Meeting Promotion Requirements

1. Purpose/Rationale

a. The purpose of retention (holding a student back) is to improve the student's potential for educational growth.

b. It is not intended that retention be employed as a coercive or punitive measure.

c. Retention in this promotion procedure is a direct consequence for a student not having fulfilled his/her commitment in the educational process to meet the minimal criteria.

2. Factors that may be considered: The following factors will be considered by the school and parent(s)/guardian(s)/caregiver(s) when any student does not meet promotion requirements:

a. Based on the rules set forth in Education Code 48070, the action appears in the best educational interest of the student (i.e.: academic performance on grades, citizenship grades; social and emotional maturity; standardized test results, writing sample scores, attendance patterns and evaluation/recommendation of the Student Study Team).

b. The student and his/her parent(s)/guardian(s)/caregiver(s) are aware of the reasons for retention and have been involved in the promotion procedure during the year.

c. The possible retention of any special education student has been reviewed and acted upon by the appropriate assessment team.

d. Students who are at risk of not being promoted, who have still not achieved reasonable academic level, shall be provided with additional remediation.

e. Students at risk of being retained in grade 7, 8, or 9 may be placed in alternative educational programs designed to meet their specific needs. Options available include, but are not limited to:

(1) Mandatory assignment to Saturday school, summer school or intersession and after school tutoring.

(2) Development of an education contract between the student, the parent(s)/guardian(s)/caregiver(s) and the school administration with specific objectives (outcomes) and time frames.

(3) Assignment to an after hours support class in math and/or reading.

(4) Assignment to a different teacher and/or a different teaching-learning environment shall be considered.

(5) Lateral transfer to the high school to repeat the 9th grade and/or to make up required subjects (9th grade only).

(6) Lateral transfer to another school.

3. Retention Responsibility

a. Judgments on student not being promoted will be made by the student's teachers, the principal, parent(s)/guardian(s)/caregiver(s), and by members of the Student Study Team.

b. Final determination, however, for whether or not a student is to be retained rests with the principal.

c. In all cases of retention:

(1) Every effort shall be made to place retained students in those classroom settings which will provide maximum challenge consistent with their respective abilities. Preferably, this means placement in alternative educational programs offered by the district.

(2) The summary of the recommendations and action taken shall be signed by the parent(s)/guardian(s)/caregiver(s), principal and if applicable, the Student Study Team. The student summary shall be filed in the student's cumulative record folder.

4. Appealing Retention

Parent(s)/Guardian(s)/Caregiver(s) may appeal the retention recommendation in writing to the principal within 10 working days of notification.

a. The principal will review the request within 10 working days.

b. Parent(s)/guardian(s)/caregiver(s) may appeal the decision of the principal to the Director of Student Support Services with the assistance of the area Superintendent within five working days.

c. A final decision will be rendered by the Area Superintendent and the Director of Student Support Services within 10 working days.
