Equal Access For Student Meetings

Student Meetings

In compliance with the federal law regarding equal access, it shall be the policy of the Board of Trustees of the district, as a secondary public school district which allows noncurriculum related student groups to meet on school premises during noninstructional time, to allow students to meet on campus during noninstructional time for nonsponsored, student initiated religious, political, social/cultural, or philosophical discussions. Rules pertaining to student meetings pursuant to this policy shall be consistent with the guidelines set forth in the federal Equal Access law (20 USC 4071-4074) and district regulations.

Policy Intent

This policy is intended only to implement the Federal Equal Access Act and is not intended to signify district sanction or endorsement of any particular nonsponsored religious, political, social/cultural, or philosophical belief discussed in any limited open forum.

Authority of District

Nothing in this policy or in any implementing regulations shall be construed as limiting the authority of the district, its agents, or employees, to maintain order and discipline of school premises, to protect the well-being of students and faculty, and to assure that attendance of students at limited open forum meetings is voluntary.

Superintendent to Develop Regulation(s)

The Superintendent shall formulate such regulation(s) as necessary to implement this policy.
