The Department of Finance shall, after consultation with appropriate state agencies, ascertain the amounts of funds, if any, that should be transferred between state agencies in order to achieve the purposes of the bill.
Any savings that may occur to any program due to maximized use of federal funds or services to individuals with exceptional needs as provided in this article shall be utilized to defer projected increased costs to meet full mandates of the Individuals with Disabilities Education Act (20 U.S.C. Sec. 1400 et seq.).
