(a) Grants shall be provided to regional consortia and agencies to assist in the planning, implementation, and evaluation of comprehensive support services for schools, including, but not limieted to, staff development, information management and dissemination, technical assistance, telecommunications infrastructure development, and coordination with other federal, state, and local programs.

Contracts and grants shall be provided to new and existing regional consortia and agencies, including the California Technology Project, to assist in the planning, implementation, evaluation and systematic dissemination of information on exemplary technology-based practices, programs, and products. As a condition to receiving funding, the regional agencies shall also assist grant recipients and provide staff development on the use of technology.
